Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are issued from different nations. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly becomes resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Not long after, a automatic firearm engaged a drone close by, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This trend will, no doubt, continue.
Political Considerations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a entire defensive failure until circumstances change in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
